- The 3000 seriespolices are part of the School Committee's efforts to review and update all policies. These policies have had 1st readingsand will be adopted at the next school committee meeting. The 3000 series is"Business and Non-Instructional Operations."
- The new bus policy #3541R is a final policy and is located on our web site on the School Committee policy site.
- A great deal of facilities and grounds work is being done around the district...Gaudet field, paving at Gaudet, creation of a small learning center at Gaudet for grades 4 and 5, all buildings being cleaned, and bus office relocation from Gaudet to MHS. Much of this work is being done by our own talented facilities department.

- Congratulations to our FIRST Robotics Team! The team place first in their division advancing to the finals and then capturing third place in the world, (yes, there were international teams represented) out of 386 teams. WHAT AN ACCOMPLISHMENT!!!! Thanks to all for making this happen.

Tutors are needed for English Language Learners in after school programs throughout the district. Tutors do not need to have the ESL certification; however they do need to be "highly qualified" . The after school programs are for one hour immediately following dismissal and are offered on Tuesdays, Wednesdays, and Thursdays throughout the school year. Tutors will be paid the contractual rate per hour. If you are interested, please contact Maureen Cicchitelli (mcicchitelli@mpsri.net).
We are forming an Early Childhood committee to revisit K entry date and other early childhood concerns. If you are interested in being on this committee please email Mary Dyl (mdyl@mpsri.net). We expect the committee to meet approximately 8 times and provide a report to the School Committee by May, 2009.
Mason Hawes and Lisa Ferreira are looking for volunteers to help start a Middletown Alumni Association. If you are interested, have ideas, suggestions, please contact them. A group like this has great potential and will build community support for our schools.
We will be hosting an "Educational Awareness" night on Thursday, October 23, 2008 for all candidates running for Town Council and School Committee. This is an opening meeting and all are invited to attend.

New England Association of Schools and Colleges (NEASC) recently commended Middletown High School on their efforts in aligning GSEs and Middletown's Student Learning Expectations (SLE's). Eight other areas were cited as well. These positive aspects of the school led to continued accreditation. Great work MHS!!!!

We are still working toward reconciling the school department budget with the approved Town Council's general fund bottom line. With the reorganization of Central Office, a $98,000 savings was realized. However, additional adjustments are still required based on higher than projected enrollment, increased transportation and utility costs and a large number of teacher salary class change increases. As you are aware, these reductions are a result of the State statute capped tax appropriations and that fact that we cannot deficit spend. These factors impact the budget decisions the School Committee make. We will be working with the budget subcommittee this week in an effort to meet this challenge. We will keep you posted.

Thank you to the entire Middletown Public School staff for a successful 2007-2008 school year. As a learning community we have much to celebrate. Here are just a few highlights....
- All of our schools met AYP (annual yearly progress) as measured by the NECAP results.
- Forest Avenue School received an outstanding SALT report.
- We had over 98% success rate with the Class of 2008 meeting the new Graduation by Proficiency requirements.
- Thirty two MHS students received the CIM (Certificate of Initial Mastery).
- JFK's writing scores improved by 41% as measured by NECAP.
- Teachers at Aquidneck School participated in "Lesson Study" sessions and UbD (Understanding by design) units were developed at Aquidneck as well.
- Curriculum mapping was done K-12 and we have begun documenting it in TieNet.
- Parents and teachers at Gaudet school worked toward more clarity on the standard based report card.
- Ten teachers, K-12, are taking an online course in "Teaching ELL in the Mainstream" offered through ASCD.
- The Fielding Nair report developed a Master Facilities plan that was presented to the community.
- Gaudet's new 8th grade celebration was a huge success.
- A K-8 English Language Arts binder was distributed to all staff that outlines Standards, GLEs, Assessment and Resources.
Congratulations to our retirees... Deb Kern, Carol Turcotte, Barbara Reed and Jack Anthony!
The English Department at Middletown High School has adopted a "ONE BOOK, ONE SCHOOL, ONE COMMUNITY" theme and recommended "Three Cups of Tea" by Greg Mortenson and David Relin. So please add this to your summer reading.

IMPORTANT MESSAGE ABOUT THE FY 08-09 BUDGET
The Town Council has a Special Meeting for the Review of the Budget at 6:00 pm on Monday, June 16, 2008, at Town Hall. It is important that you read the attached "FY 08-09 Budget Fact."
The Town Council has asked us to reduce another $186,000 from our proposed budget. This reduction will add additional challenges to our programs and staff, and compromise our commitment to the children and families of Middletown.

TEACHER OF THE YEAR
Janice O'Donnell
It is with a great deal of pleasure that I formally announce the selection of Jan O'Donnell as the Middletown Teacher of the Year. Jan has been a Middletown teacher since 1983. Jan began her career at Middletown High School as a Spanish teacher. Her talents were then shared at Gaudet School as an Introduction to Foreign Language (IFL) teacher. In 2002, Jan became our Technology Integration Specialist at the middle school. During this time, she has not only taught students how technology can enhance their learning BUT provided leadership and training for all staff, expanding our technology skills.
We congratulate and thank Jan for serving the Middletown community with such dedication and commitment. For those of us who have worked with Jan, we know that this selection is a tribute to her professionalism, her skills, her style and her caring ways, and serves as an inspiration to us all. We are proud of you!

• Great news to share...Preliminary Approval for the New Diploma System was awarded to Middletown High School. Thank you to all who have worked hard to make this happen. This approval demonstrates that the Middletown High staff has taken the high school redesign seriously. The staff is working to ensure that all our students have access and opportunity to a rigorous curriculum, preparing them for success in college or the world of work.
• An FYI for all those who submit mile reimburse..as of January 1, 2008, mileage reimbursement is 50.5 cents per mile.
• NECAP score have been released for grade 3 through 8. Scores are embargoed until Monday, February 4, 2008 BUT scores are "looking good!" More news Monday
• School Committee is in the budget mode. We have a 1.3 million gap to close between the draft budget and what we can reasonably expect to receive in Local, State and Federal dollars. Remember that as a result of Senate 3050, the maximum increase the Town can give us in new tax appropriations is 5.00% or $1,060,243. This will be once again a VERY tough year of reductions. • Reduction of Force notices will be out next week. This is a stressful time for all. Please recognize that we are required by law to give notice based on the anticipated budget gap. Reductions will affect ALL areas, not just staff....transportation, athletics, central office, supplies, textbooks.
• February 4, 2008 the Middletown Task Force will present to the community the needs assessment rollout and the strategic plan for the Task Force, 6:00 pm, Town Hall.
• February 7, 2008 the MHS Program of Studies will be discussed, 6:30 pm, Oliphant Administration.

The recent RIDE press release indicated that Middletown District is in "Progressive Intervention" based on 2006 testing. This classification is a result of approximately 5 to 7 out of district placement special education students, predominately from our group homes. We have begun the process of articulating the reasons with the Newport Daily News and have initiated a series of steps to address the issue that includes:
1. Invite RIDE to our next School Committee meeting on January 24, 2008.
2. Start conversations with all our out of district placements regarding access to curriculum.
3. Continue to lobby for modifications in NCLB regarding a realistic look at the special needs population (i.e., graduation rate, Annual Yearly Progress).
4. Meet with RIDE to address next steps for our schools and district.
It is important to note that ALL our SCHOOLS met their Annual Yearly Progress goals. Keep up the good work.

• The Fielding Nair Report, "Middletown's Educational Future: A Strategy For Change" was presented by Prakash Nair to the Town Council and School Committee at a workshop last night (Tuesday, November 20th).

• Current enrollment is 2,414.
• Attached is the RIPEC Aquidneck Island Study report regarding revenue and expenditure forecast for Middletown, Newport and Portsmouth.
• The FY2008-09 budget process will begin shortly. I will share with you the projected maximum budget increase based the cap calculations (RIGL #3050) that Mrs. McLeish has prepared in the next update. We certainly will be faced with some challenges and difficult decisions once again.

Now that the Town Council has set our bottom line, we will be reviewing the budget and making adjustments based on enrollment, and actual numbers for State Aid, Impact Aid and medical costs.
The approved budget did reflect significant reductions in staff and programs. Those factor are still present.

Last night the Town Council fully funded the School Department budget at the 5.25% tax levy cap. This vote demonstrates the collaborative relationship the Town Council and School Committee have developed over the years.
Thanks to all who attended budget workshops, public hearings and emailed the Town Council. Working together made a difference.
A special thanks to the budget subcommittee members... Theresa Spengler, Ned Draper, Shirley Mello and Theresa Santos.
Putting a budget together in these difficult times is not an easy task. I personally commend and thank our Business Manager, Cathy McLeish who worked tirelessly with Shawn Brown, Town Finance Director on crunching numbers and educating us all in S3050.

The 2007-2008 budget continues to be a challenge between the million dollar loss of Impact Aid, S3050 legislation and State funding.
• Mrs. McLeish prepared the attached document that outlines the projected impact of S3050 as the tax levy is reduced each year (Cap Calculations).
• Also attached is a list of the reductions (Total budget reductions five pages) the School Committee made to submit a budget within the 5.25% tax levy cap (S3050) to the Town Council.
• Public hearings are scheduled for Wednesday, May 23 and Tuesday, May 29, 6:30 pm, Town Hall. We need your support at these meetings. We need the Town Council to fund the school budget at the full 5.25%. If they don't, additional reductions will be necessary. See attached (Tax Appropriation) as to the dollars that we would need to reduce if not funded at the 5.25% request.

The School Committee on Thursday, March 22, 2007 voted to approve the 2007-2008 budget in the amount of $36,048,091. This budget is in compliance with the State enacted legislation known as 3050, which limits the maximum amount of property tax levy to 5.25% or $1,057,724 in Middletown's case. As a result, of this legislation and the loss on Impact Aid revenue, the School Committee needed to reduce the budget by $2,172,688.

Ann has been a Middletown teacher since 1998, serving with dedication and commitment at Middletown High School, teaching Social Studies. Her selection comes as a confirmation of her varied abilities and experiences. Ann's efforts to have all students reach high standards, her willingness to be a life-long learner through continued professional development, and her ability to work collaboratively with staff and parents are commendable. For those of us who have worked with Ann, we know that this selection is a tribute to her professionalism, her skills, her style and her caring ways, and serves as an inspiration to us all. I don't know if you had the chance to read this article in the Sunday ProJo but it captures the budget stressors we are all up against. These are extremely tough times and we need to work together for creative solutions and efficiencies.
The School Committee has a budget workshop this Thursday, March 15, 2007 at 5:00 pm, followed by a regular School Committee meeting at 7:00 pm. We still have approximately $800,000 plus dollars to cut from the proposed '07-'08 budget. We have prepared information for the Town Council to exceed the 5 1/2% cap based on a reduction of over a million dollars in Impact Aid revenue. The School Committee will vote on a final budget to forward to the Town Council on March 22, 2007.

Prepare to feel the pain, public school parents. Big budget cuts are coming.
A legislative bill called S3050 is driving these cuts. Signed into law last summer, S3050 attracted little public attention beyond the State House, because its implications became obvious only when school districts began writing next year's budgets.
In brief, the law limits the annual increase on a town's tax levy to 5.25 percent next year. The levy is the total dollar amount that the town raises in property taxes to support itself and its schools. S3050 affects that dollar amount, not the tax rate. If the town raised $100 million last year, this year it can raise no more than 105.25 million.
Furthermore, the cap on the levy drops incrementally each year, down to 4 percent in 2013.
The bill has loopholes, exceptions, and conditions under which towns can ask for waivers. See for yourself at: http://www.rilin.state.ri.us/BillText06/SenateText06/S3050.htm. But let's stick with the basics so we understand what the General Assembly hopes to achieve by imposing this limit. The good news is that the law probably will force communities to do business more efficiently. I agree with the bill's sponsors that in Rhode Island only a fiscal bombshell like S3050 might be able to force labor unions, the state itself, and town and school administrations to spend our tax money more carefully, efficiently and effectively.
The bad news is that in the interim, those taking it in the neck will be, per usual, the kids.
One of S3050's principal architects, Gary Sasse, director of Rhode Island's Public Expenditure Council, says, "The property tax in this state is off the map. Ours is 45 percent above the national average, the fifth highest in the country. The objective of S3050 is to provide property-tax relief. It's a tremendous opportunity to improve efficiencies, and it forces discipline by building in incentives."
The state's property-tax burden depresses our overall economy, our ability to generate jobs, build affordable housing, fund schools and municipal services, and so forth.
State Senate Majority Leader M. Teresa Paiva Weed, D-Newport, sponsor of the bill, says, "I just can't get over the inefficiencies." Every year town councils complain to her that school administrators think nothing of handing them school budgets with 8-, 9-, 10-percent increases. She says, "There has never been any limit on school committees."
So the discipline demanded by S3050 will force school committees to quit thinking of themselves as little independent fiefdoms, and think instead about forming partnerships with one another for economies of scale. To date, only a few districts have bothered to merge district administrative functions.
"Share the costs," recommends Sasse. "Every town has a police department. They all need patrolmen. But in a state this size, we only need one crime lab. Now carry the analogy to schools."
For example, charter, special-education and private-school children get on buses in their 36 home districts and then crisscross all over the state, burning money and fuel unnecessarily. It would be far more efficient, and cheaper for everyone involved, for the state to take over transporting these students.
The state could set up itself as a giant insurance pool and become a more powerful force when negotiating health-insurance rates. Big savings here.
Further pension reform could be the biggest savings of all. Two years ago, Rhode Island reduced state worker and teacher pensions from diamond-encrusted to merely solid platinum. Pensions are a huge driver of high taxes. Sasse wants the whole state to shift to a defined contribution system, which is to say, a public version of a 401k. I'm told, though, that the General Assembly does not intend to revisit pensions this year, in spite of our massive fiscal crisis. The grownups hereby win out over the kids once again.
Sasse says, "S3050 is an excellent opportunity for my elected official to get me a bigger bang for my buck. The system has had zero incentive to change. S3050 focuses the attention of state and local officials on the fact that they absolutely need to do business more effectively."
Absolutely. Except. What happens with the school budgets in the meantime?
Ken DiPietro, Coventry's superintendent and the president of the Rhode Island Superintendents Association, was impassioned as he enumerated his budget increases for me, shooting way past his 5.25-percent cap. Built into next year's budget are previously negotiated overall salary raises, step increases mandated by state law and labor contract, a hefty increase in the already-large contribution to the pension system, hikes in health care costs, and more. By the time he was done with this list, he, um, yelled: "So forget high school reform, middle school reform, NCLB, increased identification of ADD and autism, literacy interventions for the Personal Literacy Plans, pencils, books, roofs that leak...!!"
You see the problem. At least in the short run, how is he going to balance his budget?
So, public school parents, you can either get on the phone and demand your state and local officials implement efficiencies. Or, I suppose, you can spend even more money and join the 16 percent of Rhode Island families who have already pulled out of the public school system. S3050 isn't leaving you a lot of other good options.
For the next three weeks, this column will examine how one town in Massachusetts fashioned its own creative solutions to some very similar problems.

Hope everyone is enjoying the vacation week! Some updates:
Attached are several policies the School Committee adopted at the February 15, 2007 meeting. Two are adopted, Graduation by Proficiency, Computer Usage and two are first readings, Virtual Course and Volunteer Coaches/Advisors.
The '07-'08 budget continues to be a challenge. The School Committee needs to reduce the budget by $2,172,688 to comply with the new tax levy law. At the February 15, 2007 School Committee meeting, $1,093,453 was reduced. This included 13.1 teaching positions, 1 bus and bus monitor and 1 non certified position. The next $1,093,453 is going to be VERY difficult and will cut deep into programs. The School Committee is requesting that the Town Council explore the possibility of exceeding the cap this year since we are facing over a $1,000,000 revenue decrease as a result of Impact Aid dollars being less. We have fewer military students that are classified as "A" students (military connected students living on federal property) as a result of the Anchorage housing sale. We will continue to keep you posted as events unfold.

The Middletown Education Collaborative (MEC) IS NOW ACCEPTING GRANT REQUESTS FOR ITS SECOND FUNDING CYCLE OF THE 2006-2007 SCHOOL YEAR! IF YOU WOULD LIKE TO SUBMIT A REQUEST FOR REVIEW, SIMPLY ENTER YOUR REQUEST ON OUR WISH LIST AT MECME.ORG. THE DEADLINE FOR REQUESTS IS FEBRUARY 28TH.
We encourage all teachers that would like to provide a unique and enriching program for their classroom/school to enter a request on our website at MECMEC.org. The grant review committee, which is comprised of a few MEC board members and several parents representing all schools, will meet during the month of March and review the requests. Approved grants will be awarded in late March or early April.

Dear Colleagues:
Many school districts across the state are facing the challenges that arise when school funding provides less money than their schools need to operate. Middletown is faced with this challenge as we struggle to create the 2007-08 budget. Over the past five years, we have experienced a steady district-wide declining enrollment - from 2885 students in 2001-02 school year to 2416 students this current school year. A combination of reduced Federal, State and local funds, salary increases, 15% rise in health care costs and a 1.4% increase in pension costs have created the need to move forward with the greatest caution in our budgetary planning.
While it saddens me to do this, it is my responsibility to prepare everyone affiliated with the Middletown Public Schools for the worse case scenario. Recent news articles convey the financial realities - level State Aid funding and the implementation of RI Senate 3050, the newly enacted property tax levy. This levy means our maximum allowed local FY2008 budget request increase is capped at 5.25%, or $1,057,724. While this might sound like a substantial allocation, the increase in health care and pensions for 2007 - 08, coupled with the loss of revenues of $1.1 million dollars from Impact Aid is a $2 million dollar shortfall. All of this translates into the "Perfect Storm".
Rhode Island State Law requires school departments to send out layoff letters by March 1st to cover the anticipated revenue shortfall. I ask that you keep the legal necessity of this action in context. Please be reassured that we will do everything to ensure that as many notices as possible are rescinded at the earliest time possible as our budgetary matters become clearer.
I am saddened that our district - in which such extraordinary teaching and learning is occurring - need suffer because of a budget shortfall. Be assured that the School Committee and I will continue to work with our Town Council, State Legislators and the NEAM to maintain all of our efforts.

• Thanks to our school administrators, nurse/teachers, custodians, staff and teachers for working to minimize the spread of germs with the recent health concerns. The Facilities Department installed 210 dispensers yesterday (Sunday) in our schools. We have ordered additional dispensers to accommodate other areas.

• Budget season is here. Once again, there are significant challenges we will face as a district. The new "property relief" law, that went into effect at the close of last's year General Assembly session, along with pension increases, health insurance increases and decreased dollars from Impact Aid will test us all. The School Committee and Town Council are scheduled to meet on Wednesday, January 17, 2007, 6:30PM, Town Hall, to review estimated revenues and expenses.
• School Committee/Administrators retreat is scheduled for Wednesday, January 10, 2007, 5:00 to 7:00PM, at Silveira Kindergarten and Nursery.
• School Committee meeting is scheduled for Thursday, January 18, 2007, 7:00 PM, Oliphant Administration.

The Superintendents in the State had a conference call with RIEMA, DOH and RIDE. The Governor will issue an Executive order later today that deals with advisory polices regarding hand washing and the use of alcohol gels. The order will not require that we install dispensing machines with the alcohol gels in every classroom but suggests that we have some available in our schools. Middletown however will make every effort to install a dispenser in every classroom.
The good news, to date, no new cases have been reported. The hope is that the three districts will reopen Monday. Also, the State will provide the dispensers free of charge to all districts, for every classroom along with a liter of the gel for each dispenser. For Middletown, that translates to 315 plus classrooms.
Mr. Collins has tentatively arranged that the dispensers will be picked up on Sunday, 1/7/07. We will install as many as possible before Monday morning, starting with the elementary schools first and work our way through the district.

• The School Committee at the October 19, 2006 meeting approved the final '06-'07 budget in the amount of $36,593,156. As a result of needed reductions, 18.2 teachers were eliminated. Some of these reductions were a result of attrition (not replacing retirees), and others the result of decreased enrollment.
• Enrollment update: MHS 681, Gaudet 766, Forest Avenue 275, JFK 351 and Aquidneck 340.

• Congratulations to all for the "High Performing" rankings as a result of the NECAP testing. Good teaching is the key. Great job!
• MHS received feedback from the Commissioner regarding the new Diploma System. There are five key components that were rated: Component I Graduation by Proficiency---Minimum Support needed; Component II Support to Students---Moderate Support Needed; Component III Support to Staff---Moderate Support Needed; Component IV Communication---Minimum Support Needed; Component V Policy Infrastructure/Use of Data---Maximum Support Needed. There will be a face-to face meeting at RIDE with the Superintendent, Assistant Superintendent, School Committee Chair, Principal and Union President on October 4, 2006. We will keep you informed of the outcome.
• Joe Maruszczak presented data to the School Committee last night on the results of the spring, Grade 11, New Standards Reference Test. The report included a nine year trend analysis. We can make this available to all.

Enrollment has been steady this last week.
As a result of the transfer day last Tuesday, we were able to recall a number of teachers. This is good news.
A reminder that the MPS staff will meet on Tuesday, September 5, 2006, Gaudet Cafe. We will start our all staff meeting promptly at 8:00AM.

I hope all of you are enjoying a relaxing summer. We have kept busy at Central Office with end of year reporting requirements to the State and closing out fiscal year '05-'06. This Monday (July 17th) we will be interviewing for an Assistant Superintendent. Budget challenges continue to "test" or stress us all. This is one of the toughest budgets we have dealt with in a long time. With the 41/2% new spending bill passed, we can expect more challenging times ahead.
I will keep you posted as budget and enrollment unfolds.
• Based on the current budget estimates, $571,170 in budget reductions is necessary. As a result, the School Committee voted yesterday to make the following reductions:
o Reduce one Title I Math position at Gaudet
o Eliminate one Literacy Teacher at the elementary level
o Not fill an leave of absence for a School to Career Coordinator at MHS
o Eliminate a .6 Local Special Education position
• Additional reductions being considered: (these are not in any priority order)
o Eliminate two buses
o Eliminate Project Success program at MHS
o Eliminate one Guidance Counselor

Another interesting development at the General Assembly is Senator Pavia-Weed's 4% tax levy. This will have signifcant impact on municipalities and school districts. These are a few of the implications as reported by the Executive Director for Leagues of Cities and Towns:
The referendum by the electorate to exceed the levy cap has been stricken and now a super majority vote of 4/5's of your entire council is needed to exceed the cap before the Office of Municipal Affairs can be asked to certify any levy beyond the cap.
This super majority vote means, according to legal counsel for the Senate, that 4 votes out of 5, 5 votes out of seven and 7 votes out of 9 are needed to exceed the cap.
Your school districts cannot propose the appropriation of municipal funds (exclusive of federal and state aid) in excess of that year's levy cap
Notwithstanding any provisions of the public laws to the contrary, any judgment rendered pursuant to 16-2-21.4(b) RIGL (Caroulo Act) shall consider the percentage caps on school district budgets as set forth in the law.
School districts have been stricken from the section on unfunded mandates and the General Assembly needs an affirmative vote of 3/5's of its members to suspend the provisions of the mandate reimbursement law.

As we close out another school year, I want to thank the entire staff for their dedication and commitment to the children of Middletown. We have much to celebrate as a school community.
The school community welcomed the Katrina families to our school system unconditionally.
The high school received full NEASC accreditation.
ALL schools earned the "High Performing" category status.
We have increased our technology access and skill level for students and staff.
The School Committee formed the Safety Advisory Committee to address many issues our youth are facing.
The district continues to be involved in the "Principles of Learning" through the University of Pittsburg.
Lab classrooms we successful at all level.
Disciplinary Literacy training and coaching has resulted in improved teaching and learning.
These are just some highlights. Victory comes in the classroom. You created those victories everyday! I appreciate your efforts.
Additionally, this year, we have drawn strength from each other in difficult times and we had some major ones this year. Thank you for that support.
Enjoy the summer. Rest, relax, and rejuvenate. Use sunscreen, hit the ball straight, and read some good books. See you September 5, 2006. I will keep you posted on all budget matters as well as enrollment and job postings.

• Budget update...Public Hearings will be held on May 30, 2006 and June 8, 2006, Town Hall, 6:30 PM. The Town Council expects to adopt the budget Thursday, June 15, 2006, Town Hall, 6:30 PM. We encourage you to attend these meetings. Budget decisions are going to be difficult. A 3% increase has favor with the Town Council. The School Committee supports a 6% increase. The gap between these numbers is close to a million dollars plus.
• Job postings... Middletown has joined Portsmouth and Bristol/Warren in an online employment management system called "SchoolSpring." Here is a commentary on the system... • Congratulations to Middletown High School. The official NEASC report has been received and MHS continues their accreditation. We are very proud of the work that was done to prepare for this visit as well as the many commendations cited in the report.

FIRST Robotics Team took 1st place in the Regionals. They also received the General Motors Industrial Design Award. They now compete at Nationals later this month.
Plans for the Extended Learning Opportunity Program are underway. Check with your building principal if you are interested in teaching.

Challenges with the '06-'07 budget continue. We will be meeting with building principals to assess the further impact of an additional $900,000 + reduction. Once again, if the tax appropriation increase is at 3%, the anticipated new dollars for the School Department would be $677,279. The School Committee requested budget asks for a tax appropriation increase of $1,946,606.
Tim Ryan, retired Superintendent in Portsmouth, has agreed to assist us with several projects as we work to get through the rest of the year without Joe and Gloria. We will be posting for an Assistant Superintendent sometime in late May.

• The School Committee voted yesterday to forward a 6.1% budget to the Town Council. This budget requests $1,946,606 in new dollars.
• 14.0 positions were reduced from this budget.
• As we have mentioned in the past, if the Town Council increases the tax appropriation by : 3.00% the School Department's new dollars would be $677,277; 4.00%, $867,866; 4.50%, $957,817; 5.00% $1,059,771; 5.50%, $1,162,130. As you can see, we have some challenges ahead of us.
• The School Committee and Administration will be presenting the budget to all staff and Parent Groups during the months of April and May.
• We will send over copies of the complete budget to the schools by the end of next week.
• We are preparing for summer school.
• We are forming a committee to help plan for the dedication of the Gaudet Planetarium in honor of Joe Krupowicz. If you are interested in serving on the planning committee, please let me know. We are looking to a June dedication.

I am pleased to announce Mary "Betsy" Colaneri as the Middletown Public Schools "Teacher of the Year".
Betsy has been a 3rd grade teacher in the Middletown Public Schools since 1988. Betsy sets a wonderful example for us all - she strives to expand and improve her pedagogy through continuous professional development opportunities. Betsy is actively involved in the University of Pittsburgh Math/Disciplinary Literacy cohort. She brings what she learns back to Forest Avenue School to practice and share with her colleagues. She is involved in the East Bay Educational Collaborative activities, serving as a "Lab Teacher" for English Language Arts. In her application to the Middletown Schools, Betsy wrote, "Teachers must always try new ways to reach, teach and motivate their students." Betsy Colaneri certainly "walks the walk."

As a result of last night's School Committee meeting, we will be revising the proposed 9.4% budget increase request. The School Committee asked us and the budget subcommittee to pare the fiscal request to a 6.5 % budget increase request. We will be working on this challenging task the next few weeks.
• Factors that will be considered are:
o Maintaining budget fairness at all levels
o Each budget line will be evaluated as to how it a) provides quality direct instruction to students, b) enhances student achievement, c) provides for the maintenance of our facilities and grounds, d) meets our goals and objectives of the Strategic Plan and budget goals.
o Enrollment projections
o Staffing needs (both certified and non certified)
o Federal and State mandates
o Special Education
o Fixed costs
February 16, 2006 - Budget Update
• There is a budget workshop tonight at 5:30Pm, Oliphant Administration, followed by a regular School Committee meeting starting at 7:00PM.
• The School Committee budget subcommittee and administration will be presenting a 2006-2007 budget that contains all the current staff and programs we currently have in the 2005-2006 budget.
• The total increase over last year is 9.48%. This translates into a School Department requested tax appropriation increase of $2,879,234.
• If the Town tax rate appropriation increased by 3.0%, the School Department would receive an estimated$677,279 in new dollars. This is a gap of $2,201,955.
• If the Town tax rate appropriation increased by 5.5% (the State mandated cap), the School Department would receive an estimated $1,162,130 in new dollars. This is a gap of $1,717,104.

Pat Quinn was an inspiration to us all. Pat, a JFK grade 2 teacher, passed away Sunday after a courageous battle with cancer. Her positive attitude, her love of teaching and her sense of community set an example for us. Pat's funeral will be held Thursday, January 26, 2006, at 10 a.m. with a Mass of Christian burial at St. Joseph's Church, located on Broadway and Mann Avenue in Newport. Burial will be held at St. Columba's Cemetery in Middletown. Calling hours will be held on Wednesday, January 25, 2006, from 4-7 p.m. in the Memorial Funeral Home.
In lieu of flowers, memorial donations may be made to the John F. Kennedy Elementary School, c/o Middletown Public School, Administration Building, 26 Oliphant Lane, Middletown, RI 02842, in loving memory of Patricia Quinn.
A draft of the staff directory will be in each school shortly. Please review and verify the information by next Wednesday, February 1, 2006.
Town Council/School Committee Budget workshop is Tuesday, January 21, 2006, at 6:30 PM, Town Hall. We will review projected revenues and budget challenges for the 2006-2007 budget.

Congratulations to the High School staff for their hard work and effort in preparing for the NEASC visit. The NEASC team clearly saw the level of commitment our high school staff gives to the students, families, school, district and each other every day. This is a brief overall message the NEASC team had for the high school:
• they are a mission driven school
• that the relationships between students and teachers are very special and exceptional
• students are proud of their school and demonstrate great school spirit
• faculty are proud of their work and are glad to be at MHS
• mandates are frustrating but there is capacity to deliver
• for a relatively older building, MHS is in good condition
• build on a shared leadership model because MHS staff has capacity and talent
• organize around your purposes
• appreciate and acknowledge the hard work everyone is doing and find ways to celebrate it
• acknowledge the leadership on the MHS staff
• curriculum development needs to continue
As a school and district we will build on these commendations and recommendations.
A special thanks to Mason Hawes, David Picard, Steven Ruscito, Janet Sheehan and all the chairs of each NEASC committee. Thanks to Joe Krupowicz whose attention to details helped fill the evidence bins for the NEASC team to review.
We have now enrolled 31 students in our system as a result of Katrina. All have adjusted well. Thanks to all staff for their support.
NECAP testing in grades 3-8 will start the week of October 10th and continue through most of the month.
Teachers are currently assessing students to determine who might qualify for a PLP (Personal Literacy Plan).
Draft State Science Grade Span expectations will be released shortly for a district team to review.

We have enrollment 27 students in our schools as a result of displaced families from Hurricane Katrina. Seven high school students, 5 Middle school students and 15 Elementary students.
As a district, we raised $5,000 from dress down/ hat day. Thank you for your generosity. The consensus from the schools is to designate these dollars to go directly to the students and families we have from Hurricane Katrina. We have setup a fund called "Middletown Public Schools/Katrina." We will accept more donations as well. The monies can be used for class pictures, clothing, etc.
Once again, the support from the school community has been overwhelming. A special thank you to Kristen Pacheco for organizing volunteers to staff the Resource Center at Anchorage. Additionally, our retired teachers have been outstanding! They have volunteered their time, talent and resources to these efforts.
Our High School starts the NEASC accreditation Sunday through Wednesday. The staff at MHS has worked extremely hard over the past year to demonstrate evidence of improved teaching and learning. We know you will shine!

Good news...we were able to recall nearly all our teachers and restore the elementary Guidance position.
Enrollment has been somewhat challenging. We are actually down a total of 5 classes across the district. Four elementary grades and one sixth grade at Gaudet. We are wondering if we will get deluged prior to Labor Day.
A New Teacher Orientation workshop was held today and another scheduled for Monday, August 29, 2005. We have a wonderful group of new hires.

Hope all of you are enjoying the summer. The District has been very busy interviewing for positions, working on building repairs and upgrades, submitting State reports, refining the budget and many other items that have certainly kept us occupied. Just a few updates:
Transfer Day is set for Tuesday, August 23, 2005, 11:00AM, Oliphant Administration. We were able to recall several teachers at the High School. Maureen Cicchitelli was appointed Aquidneck School principal to job share with Michelle Fonseca. Make sure you check your email for any late postings. Enrollment numbers are down in some areas. We are closely monitoring this area. We will be posting some School Committee policy updates after the School Committee meeting on August 18, 2005. At the April 14th meeting the School Committee reopened early retirement for certified staff until July 1, 2005. Anticipated pension reform proposals prompted this action.
Capstone project presentations at Middletown High School are being held. Staff are invited to attend and see first hand the fine work our students are doing. Please inform CIM Coordinator, Colleen Larson.
The Gaudet teams did well at the recent state Destination ImagiNation tournament on Saturday, April 9. One team came in first place in their category, "Dizzy Derby", and they have been invited to represent Rhode Island at the Global competition in Tennessee, Memorial Day weekend.
Gaudet Middle School just found out that they are the 2004 winner of the NASSP/John Herklotz Award for "Outstanding Contributions to Teaching Democracy." This is a prestigious Mock Election Award.

Tracey L. Whitehead
Tracey is a seventh grade Social Studies Teacher at Gaudet School. She joined the Middletown Public Schools in 1998. Tracey exemplifies the true spirit of "Middletown's finest." She has embraced federal, state and district initiatives implementing them in her teaching practice. She continues to strive to improve her teaching strategies which enable her students to achieve at high levels of performance. Tracey has recently been recognized as a national trainer for Disciplinary Literacy, part of the Institute for Learning at the University of Pittsburg.
Tracey takes these experiences and shares her learning not only with her students but with her colleagues. She coaches, models, mentors and supports the notion of building a professional learning community. Please join me in paying tribute to her and her professionalism.

MHS received $402.00 for the Fitness Room; JFK received $1500.00 for playground equipment; Aquidneck School received $200.00 for the Multiage Classroom to go to the Bird Sanctuary and $200.00 for the Aquidneck playground; Forest Avenue School received $320.00 for micro cassette recorders and $200.00 for the Forest Avenue playground. We thank this group for their support. A grassroots effort like this demonstrates that when a community comes together for a common goal---supporting excellence and creativity in our schools---great things can happen. Welcome back to our Staff...hope your spring break was a restful one. We are down to the home stretch now.
- Congratulations to our FIRST Robotics Team! The team place first in their division advancing to the finals and then capturing third place in the world, (yes, there were international teams represented) out of 386 teams. WHAT AN ACCOMPLISHMENT!!!! Thanks to all for making this happen.

Wednesday, 4/22, RI Schools Recycling Club will recognize Gaudet School, Middletown High School and Kennedy School at the RI State House in honor of Earth Day at 10:00 am. Six schools in the state will be recognized for their outstanding recycling efforts.

- School Committee voted on the FY 09-10 budget last week totaling $36,410,653. We requested the tax cap limit of 4.75%, approximately $1,024,576 new dollars. This has been a difficult budget process. The bottom line was met by closing Kennedy School and reducing a number of positions including Central Office staff, custodians, clerical staff, teacher assistants and eliminating late buses. The process is not over. We will not send any recall letters or letters stating that one is no longer displaced until the Town Council sets our budget which is usually done in June. The reason for this is that the Town Council might not (and usually doesn't)fully fund the budget request made by the School Committee and we will have to make additional reductions at that time. Additionally, we also need to see how much we will receive in State Aid.
- Federal stimulus dollars remain uncertain. We do know we will receive some monies but how much and when remains a mystery. We believe the Governor has one read on how the dollars need to be spent and most feel that the read does not comply with the intent of the dollars. We will keep you posted as to the status of these dollars.
- At the March 19th School Committee meeting the attached policies were adopted either as first readings or final readings.
- Next School Committee meeting is Thursday, April 23, 2009, 7:00pm, Oliphant Administration. Our Teacher of the Year and our retirees will be honored at this meeting.
